Some additions and changes have been made in the Unicode Standard that affect the values produced by the algorithm IDNA2008 specifies. The review identifies certain newly added code points that are to be examined individually, and asks that they be identified as "UNDER REVIEW" in the IANA tables until that examination is done, as RFC 8753 provides. This document provides the necessary table to IANA to make its database consistent with Unicode 18.0.0. All values in this document are computed from the released Unicode Character Database files listed in Appendix H, by applying the algorithm in RFC 5892 Section 3 directly to those files. No derived property table produced by anyone else is used as input. Section 3 describes the derivation and Appendix G compares the result with the derivation published by the Unicode Consortium. Introduction The current version of Internationalized Domain Names for Applications (IDNA) was initiated in 2008, and despite not being completed until 2010, is widely known as "IDNA2008". It is specified in the series of documents listed in Section 2. The IDNA2008 standard includes an algorithm by which a derived property value is calculated based on the properties defined from the Unicode Standard. The derived property values that can be calculated are defined in RFC 5892 [RFC5892]. Below is a summary to aid in the reading of this document. For definition of the terms, please see RFC 5892 [RFC5892]. * PROTOCOL VALID: Those that are allowed to be used in IDNs. Code points with this property value are permitted for general use in IDNs. However, that a label consists only of code points that have this property value does not imply that the label can be used in DNS. The abbreviated term PVALID is used to refer to this value. * CONTEXTUAL RULE REQUIRED: Some characteristics of the character, such as it being invisible in certain contexts or problematic in others, require that it not be used in labels unless specific other characters or properties are present. The abbreviated term CONTEXT is used to refer to this value. As explained in RFC 5892 [RFC5892] CONTEXT is in turn divided into CONTEXTJ and CONTEXTO. Which contextual rule applies to such a code point, and how it is evaluated at registration and lookup time, is specified in RFC 5892 [RFC5892] Appendix A and RFC 5891 [RFC5891] Section 4.2.3.3. That is a separate matter from how the value itself is arrived at, which is what this document reviews. * DISALLOWED: Those that should clearly not be included in IDNs. Code points with this property value are not permitted in IDNs. Faltstrom Expires 14 April 2027 [Page 3] Internet-Draft IDNA2008 and Unicode 18 October 2026 * UNASSIGNED: Those code points that are not designated (i.e., are unassigned) in the Unicode Standard. All four values are produced mechanically, in the sense that deriving them for a new version of the Unicode Standard requires no judgement about individual code points. CONTEXTJ is produced by a rule keyed to the Unicode property Join_Control. CONTEXTO is produced only by the Exceptions (F) step, which is a fixed list written out in RFC 5892 [RFC5892], and not subsequently updated, and is not recomputed from Unicode data. In consequence the two sets have been identical in every version of the Unicode Standard from 5.2.0 through 18.0.0: two code points with CONTEXTJ and twenty-five with CONTEXTO. No version of the Unicode Standard can add to either set; only an RFC that updates RFC 5892 [RFC5892] can, and this document does not. In section 3, "The Review Model", of RFC 8753 [RFC8753] it is clarified that the review can be made in two steps, where the first is an algorithmic based review, and the second is a manual review of specific code points. RFC 8753 Section 3.2 also provides that code points whose status is uncertain can be identified as "under review" in the IANA tables until the second step has been done. This document uses that provision for certain code points, as a way to speed up review of new Unicode versions. The most recent review published under RFC 8753 [RFC8753] was RFC 9233 [RFC9233], which covered Unicode versions up to and including 12.0.0. No such review has been published for Unicode 13.0.0 through Unicode 17.0.0, and the most recent table in the IANA registry "IDNA Rules and Derived Property Values" is correspondingly the one for Unicode 12.0.0. This document therefore covers six versions rather than one. It reviews each of those intervals separately, and then treats Unicode 18.0.0 as the version for which a table is supplied. Every figure in this document is computed from released versions of the Unicode Standard. Unicode 18.0.0 was released on 16 September 2026. Appendix H records which files each figure was computed from, together with the release date of each version. 2. IDNA2008 Documents IDNA2008 consists of the following documents. The documents in the set have informal names. * Internationalized Domain Names for Applications (IDNA): Definitions and Document Framework [RFC5890], informally called "Defs" or "Definitions", contains definitions and other material that are needed for understanding other documents in the set. Faltstrom Expires 14 April 2027 [Page 4] Internet-Draft IDNA2008 and Unicode 18 October 2026 * Internationalized Domain Names in Applications (IDNA): Protocol [RFC5891], informally called "Protocol", describes the core IDNA2008 protocol and its operations. It needs to be interpreted in combination with the Bidi document (described below). * The Unicode Code Points and Internationalized Domain Names for Applications (IDNA) [RFC5892], informally called "Tables", lists the categories and rules that identify the code points allowed in a label written in native character form (called a "U-label"), and is based on Unicode 5.2.0 [Unicode-5.2.0] code point assignments and additional rules unique to IDNA2008. The Unicode-based rules in RFC 5892 are expected to be stable across Unicode updates and hence independent of Unicode versions. RFC 5892 [RFC5892] obsoletes RFC 3491 [RFC3491], and in particular the use of the tables to which RFC 3491 [RFC3491] refers. * Right-to-Left Scripts for Internationalized Domain Names for Applications (IDNA) [RFC5893], informally called "Bidi", specifies special rules for labels that contain characters that are written from right to left. * Internationalized Domain Names for Applications (IDNA): Background, Explanation, and Rationale [RFC5894], informally called "Rationale", provides an overview of the protocol and associated tables, and gives explanatory material and some rationale for the decisions that led to IDNA2008. It also contains advice for DNS registry operators and others who use Internationalized Domain Names (IDNs). * Mapping Characters for Internationalized Domain Names in Applications (IDNA) 2008 [RFC5895], informally called "Mapping", discusses the issue of mapping characters into other characters and provides guidance for doing so when that is appropriate. RFC 5895 provides advice only and is not a required part of IDNA. Mapping plays no part in the derivation reviewed in this document: the derived property values are computed from the Unicode Character Database alone, with no mapping step applied before or after. 3. How the derived property values were computed Every derived property value in this document was computed by applying the algorithm in RFC 5892 [RFC5892] Section 3 directly to the Unicode Character Database files listed in Appendix H. No derived property table published by anyone else was used as input. Appendix G compares the result, code point by code point, with the derivation the Unicode Consortium publishes. The table below gives that order, the value each category yields, and the Unicode Character Database file it is read from. Unstable (B) is the category that removes upper-case characters that have a lower-case equivalent. It is defined as NFKC(casefold(NFKC(cp))) != cp, so it reads CaseFolding.txt in addition to the files needed for normalization. It is evaluated before LetterDigits (A). That is why the set {Ll, Lu, Lo, Nd, Lm, Mn, Mc} in Rule A does not make upper-case letters PVALID: a code point that case-folds to something other than itself has already been made DISALLOWED by the time Rule A is reached. It has been suggested that Rule B be restated as the test NFKC_Casefold(cp) != cp, using the NFKC_Casefold mapping that the Unicode Consortium publishes in the Unicode Character Database. The two tests are not the same. NFKC_Casefold also removes code points that have the property Default_Ignorable_Code_Point, and the two tests give different answers only for such code points (403 assigned code points in Unicode 18.0.0). Each of those code points gets the same derived property value with either test: U+200C and U+200D are CONTEXTJ by JoinControl (H) and unassigned ones are UNASSIGNED by Unassigned (J), both evaluated before Unstable (B), and every other one is DISALLOWED by IgnorableProperties (C). This has been checked for every code point in every version from Unicode 5.2.0 through Faltstrom Expires 14 April 2027 [Page 6] Internet-Draft IDNA2008 and Unicode 18 October 2026 18.0.0, and in none of them would a derived property value change. This document nevertheless applies Rule B as RFC 5892 [RFC5892] defines it. Restating the rule would replace a definition in RFC 5892 with one maintained by the Unicode Consortium, which is a change to RFC 5892 and not part of a review of a version of the Unicode Standard. Exceptions (F) is the only category that can yield CONTEXTO, and it is a fixed list written out in RFC 5892 [RFC5892]. It is not recomputed from Unicode data, so no new version of the Unicode Standard can add to it. Adding to it requires an RFC that updates RFC 5892 [RFC5892]. This document does not add to it: the code points it holds as "UNDER REVIEW" are marked in the IANA tables, as described in Section 6. Appendix H also lists Scripts.txt among the files read. It is used only for a by-script report produced alongside the tables. It feeds no category of the algorithm, and no value in this document depends on it. 4. Notable changes between Unicode 12.0.0 and Unicode 18.0.0 RFC 9233 [RFC9233] reviewed Unicode versions up to and including 12.0.0. This section covers each major version published since, one interval at a time, as RFC 8753 [RFC8753] provides that the review applies to major versions. The intervals are examined separately rather than by comparing Unicode 12.0.0 directly with Unicode 18.0.0. Comparing only the two endpoints would not reveal a code point that changed and then changed back, which would be invisible in the endpoint comparison while still having been a change that an implementation tracking each release would have seen. The per-version counts below sum to 34880. Comparing Unicode 12.0.0 directly with Unicode 18.0.0 also gives 34880. The two agree, so no code point changed its derived property value more than once across the interval, and no such excursion is concealed by the endpoint comparison used in the rest of this document. Appendix I gives the same data for every consecutive pair of versions, including the minor versions 12.1.0 and 15.1.0, which are not separately reviewed but are shown for completeness. 4.1. Changes between Unicode 12.0.0 and Unicode 13.0.0 5931 code points changed their derived property value, 5631 of them to PVALID and 300 to DISALLOWED. Changes between Unicode 13.0.0 and Unicode 14.0.0 838 code points changed their derived property value, 538 of them to PVALID and 300 to DISALLOWED. No code point that was already assigned in Unicode 13.0.0 changed its derived property value in Unicode 14.0.0. 4.3. Changes between Unicode 14.0.0 and Unicode 15.0.0 4489 code points changed their derived property value, 4348 of them to PVALID and 141 to DISALLOWED. No code point that was already assigned in Unicode 14.0.0 changed its derived property value in Unicode 15.0.0. 4.4. Changes between Unicode 15.0.0 and Unicode 16.0.0 5812 code points changed their derived property value, 5018 of them to PVALID and 794 to DISALLOWED. No code point that was already assigned in Unicode 15.0.0 changed its derived property value in Unicode 16.0.0. 4.5. Changes between Unicode 16.0.0 and Unicode 17.0.0 4803 code points changed their derived property value, 4667 of them to PVALID and 136 to DISALLOWED. No code point that was already assigned in Unicode 16.0.0 changed its derived property value in Unicode 17.0.0. 4.6. Changes between Unicode 17.0.0 and Unicode 18.0.0 13007 code points changed their derived property value, 12447 of them to PVALID and 560 to DISALLOWED. No code point that was already assigned in Unicode 17.0.0 changed its derived property value in Unicode 18.0.0. Algorithmic review 34880 code points changed their derived property value between Unicode 12.0.0 and Unicode 18.0.0. All of these code points had the derived property value UNASSIGNED in Unicode 12.0.0. 32649 of these 34880 code points have the derived property value PVALID in Unicode 18.0.0. 2231 of these 34880 code points have the derived property value DISALLOWED in Unicode 18.0.0. See Appendix A for a summary of the changes in derived property value. No code point that was already assigned in Unicode 12.0.0 changed its derived property value in Unicode 18.0.0. Every one of the 34880 changes is a transition out of UNASSIGNED, that is, a code point being encoded for the first time. This is the result that matters for backward compatibility: no label that was valid under Unicode 12.0.0 has become invalid under Unicode 18.0.0 as a consequence of the derivation. Three (3) code points that had the derived property value PVALID changed their general category. Two of them changed their general category from Mn to Mc. See Appendix B. Importantly, none of these general category changes resulted in a change of the IDNA2008 derived property value. The change from Ll to Lo (U+0295) and from Mn to Mc (U+1734 and U+1171E) are between categories that all fall within the set {Ll, Lu, Lo, Nd, Lm, Mn, Mc} to which Rule A of RFC 5892 [RFC5892] assigns the derived property value PVALID. Therefore, all three code points remained PVALID. More generally, if a version of the Unicode Standard were to cause an already-assigned code point to change its IDNA2008 derived property value (for example, from PVALID to DISALLOWED or to UNASSIGNED), that would be a backward-compatibility concern requiring careful review, as deployed domain name labels containing such a code point could become invalid under the new rules. UNASSIGNED code points are treated equivalently to DISALLOWED for IDNA2008 registration and lookup purposes (RFC 5891 [RFC5891] Sections 4.2.2 and 5.4). No such change occurred between Unicode 12.0.0 and Unicode 18.0.0. In particular, no code point that was assigned in Unicode 17.0.0 is unassigned in Unicode 18.0.0. The Unicode Character Encoding Stability Policy provides that once a character is encoded in a released version of the Unicode Standard it is not moved or removed, and the data examined for this document is consistent with that policy. The number of code points with general category Mn (Non-Spacing-Mark) increased from 1826 to 2090, an increase of 264. That net figure is the result of 266 code points newly given general category Mn, less Faltstrom Expires 14 April 2027 [Page 9] Internet-Draft IDNA2008 and Unicode 18 October 2026 the two that no longer have it (see Appendix B; they changed from Mn to Mc). Of those 266, the 263 with derived property value PVALID can be found in Appendix C. The remaining three (U+180F MONGOLIAN FREE VARIATION SELECTOR FOUR, U+1D127 MUSICAL SYMBOL COMBINING STRESS, U+1D128 MUSICAL SYMBOL COMBINING UNSTRESS) have derived property value DISALLOWED and are therefore excluded from Appendix C and from the UNDER REVIEW recommendations. No code point that was already PVALID in Unicode 12.0.0 changed its full decomposition, NFKD(cp), in Unicode 18.0.0. 21 of the newly added code points that the algorithm makes PVALID have a decomposition mapping, that is, they satisfy NFKD(cp) != cp. See Appendix D. In Unicode 18.0.0 every one of them has a canonical decomposition mapping; none has a compatibility decomposition mapping. Such a code point encodes a character that can also be written as the sequence it decomposes to, which is what makes it worth looking at. The test is NFKD and not NFKC. Rule B of RFC 5892 [RFC5892], described in Section 3, already requires NFKC(casefold(NFKC(cp))) == cp for every code point the algorithm makes PVALID, so by construction a test against NFKC could find nothing here. The decomposed form is what shows that a second spelling of the character exists. The conclusion is that code points should be manually inspected (assigned derived property value UNDER REVIEW) if their derived property value changed from UNASSIGNED and they either: * Have general category Non-Spacing-Mark, see Appendix C, 263 code points. * Have a decomposition mapping, NFKD(cp) != cp, see Appendix D, 21 code points. In total, this leaves 276 code points that according to the original IDNA2008 algorithm should get derived property value PVALID but are recommended for manual inspection and, because of that, registered as "UNDER REVIEW" in the IANA tables in accordance with Section 3.2 of RFC 8753 [RFC8753]. See Appendix E. Note that 8 code points appear in both Appendix C and Appendix D (the Gurung Khema vowel signs U+16121 through U+16128), so Appendix E contains 263 + 21 - 8 = 276 unique code points. The remaining code points in Unicode 18.0.0 are suggested to be accepted with the derived property value the IDNA2008 algorithm gives them, as defined in RFC 5892 [RFC5892] and RFC 9233 [RFC9233]. Faltstrom Expires 14 April 2027 [Page 10] Internet-Draft IDNA2008 and Unicode 18 October 2026 RFC 8753 [RFC8753] Section 3 divides the review into an algorithmic part and a part that examines individual code points. This document performs the algorithmic part, for six versions of the Unicode Standard, and does not perform the second part. What it does instead is identify the 276 code points that such an examination would have to look at, and hold them out of the tables until it has been done. What has happened since Unicode 12.0.0 is that no table has been published at all, because neither part was done. For six versions running, registries and implementations have had no IETF table for the current Unicode version. See Appendix F for the full list of derived property values for Unicode 18.0.0. 6. Keeping the tables consistent with the IDNA2008 algorithm This document does not change the algorithm in RFC 5892 [RFC5892] and does not update it. The code points listed in Appendix E await the examination described in RFC 8753 [RFC8753] Section 3.2. That section provides that "the affected code points should be considered unsafe and identified as 'under review' in the IANA tables until final derived properties are assigned". Accordingly, the code points listed in Appendix E are to be identified in the IANA table for Unicode 18.0.0 with the value "UNDER REVIEW" in place of the value the algorithm produces for them, which is PVALID. The marking is temporary and is made in the IANA tables only. It is not an addition to the step Exceptions (F) of RFC 5892 [RFC5892], and it changes no rule of that document and no value the algorithm produces for any code point. When the examination of a code point is complete, a final derived property value is to be assigned to it. If the examination concludes that the code point should have a value other than the one the algorithm produces, for example through a new exception or contextual rule, that is a change to RFC 5892 [RFC5892] and requires a document that updates it. As long as the derived property value is "UNDER REVIEW" it is recommended to treat the code point as "DISALLOWED" when creating strings, and "PVALID" when receiving strings. A string that contains such a code point is not created, so no new label containing it can be registered. A string that already contains it is still accepted when it is received, so labels that are already in use are not invalidated. 7. IANA Considerations IANA maintains the registry "IDNA Rules and Derived Property Values", which holds one table of derived property values per version of the Unicode Standard. The most recent table in that registry is the one for Unicode 12.0.0, added as a result of RFC 9233 [RFC9233]. IANA is requested to add to that registry a table for Unicode 18.0.0, containing the derived property values listed in Appendix F of this document. Within that table, the code points listed in Appendix E are to be given the derived property value "UNDER REVIEW", as provided for in Section 3.2 of RFC 8753 [RFC8753]. Every other code point takes the value produced by the algorithm in RFC 5892 [RFC5892]. No table is requested for the versions between Unicode 12.0.0 and Unicode 18.0.0, although Appendix I reviews each of them. The registry would then go from the table for Unicode 12.0.0 directly to the table for Unicode 18.0.0. If a table for one of those versions is wanted, it can be produced by the same procedure: for every code point, the value the algorithm in RFC 5892 [RFC5892] produces for that version, except that a code point listed in Appendix E which is assigned in that version takes the value "UNDER REVIEW". 8. Security Considerations There are code points that are added that are compositions of a number of other code points. If the same character can be rendered in multiple ways, that implies equality might not be what the user expects. Specifically when comparing a lookup string with data that is stored far back in history. It might also be the case that various code points are invisible when being rendered, specifically in combination of other code points, and because of this two rendered strings might look the same even if the strings are different. Because of this, it is recommended to be extremely conservative when choosing what code points are allowed in strings, specifically strings that can be protocol identifiers, passwords or part of those. Faltstrom Expires 14 April 2027 [Page 12] Internet-Draft IDNA2008 and Unicode 18 October 2026 The derived property value "UNDER REVIEW" is deliberately asymmetric: a code point carrying it is to be treated as DISALLOWED when a string is created and as PVALID when a string is received. That is the conservative choice, because it does not invalidate labels that already exist, but it does mean that while the review is outstanding a label can be resolvable without being registrable. An implementation that uses one table for both operations will not reproduce this behaviour, and an implementation that resolves the asymmetry in the other direction would invalidate existing labels. The concerns in the first two paragraphs above are not answered by the derivation itself, and this is the reason RFC 8753 [RFC8753] Section 3 exists. The algorithm set out in Section 3 considers one code point at a time. It has no way to express that a code point is harmless alone but confusable in combination with another, or that a newly encoded character can be written as a sequence that already existed. Those are properties of strings and of pairs of code points. RFC 8753 provides for them by allowing a code point to be held out of the algorithmic result until it has been examined, which is the mechanism Section 6 uses. The criteria in Section 5 identify newly assigned code points that are non-spacing marks or that have a decomposition mapping. They do not identify a newly assigned character that has no decomposition mapping but renders the same way as an existing sequence of code points, of which U+08A1 ARABIC LETTER BEH WITH HAMZA ABOVE is the best-documented example (see RFC 9233 [RFC9233] Section 1). Such a character has NFKD(cp) == cp, so neither criterion can find it, and this document does not hold it as "UNDER REVIEW". No such case is known among the code points added between Unicode 12.0.0 and Unicode 18.0.0, but this document does not establish that. Finding such characters is part of the examination described in RFC 8753 [RFC8753] Section 3.2. The Unicode Consortium publishes DoNotEmit [DoNotEmit], which lists strings that should not be emitted together with a preferred alternative, and which covers some of the cases in the first two paragraphs above. It plays no part in the derivation in this document, which recommends neither for nor against its use. It changes between versions, mostly by addition, so a registry that moves to a later version may find that registrations it has already accepted would no longer be permitted. More seriously, an entry that forbids a combining mark removes every sequence in which that mark appears, including sequences that were registrable before the precomposed character existed and that are still in use. RFC 9233, which did the same job for Unicode 12.0.0, was Standards Track and updates RFC 5892. This document stays Informational and does not update RFC 5892: as rewritten in -03, Section 6 marks code points "UNDER REVIEW" in the IANA tables only, as RFC 8753 Section 3.2 provides, and changes no rule of RFC 5892 (see issue 9). 4. Not addressed by this document. Whether Rule B of RFC 5892 should be restated in terms of the Unicode NFKC_Casefold mapping. Section 3 explains how the two tests differ and why this document applies Rule B as RFC 5892 defines it. 5. Not addressed by this document. How the examination described in RFC 8753 Section 3.2 should find newly encoded characters that have no decomposition mapping but render the same way as an existing sequence, of which U+08A1 ARABIC LETTER BEH WITH HAMZA ABOVE is the best-documented example (see RFC 9233 [RFC9233] Section 1). That neither criterion in Section 5 detects such characters is now stated in Security Considerations. Unicode's confusable data (UTS #39) has been suggested as an input to that examination. 6. Not addressed by this document. Who performs the per-code-point review that RFC 8753 Section 3.2 provides for, and with what resources. Section 5 of this document identifies the code points such a review would examine and Section 6 holds them out of the tables until it happens; it does not perform the review and does not say who should. 7. Not addressed by this document. Related to the previous point, and separable from it: if the algorithmic part of the review is in future produced elsewhere, whether the per-code-point part moves with it or stays where RFC 8753 puts it. The two questions have been discussed together but do not have to be answered together, and the division of responsibility should be stated explicitly wherever it lands. Closed in -03. Section 6 added code points to the step Exceptions (F) and also said that this document does not update RFC 5892. RFC 9233 Section 1 says that exceptions as defined in RFC 5892 Section 2.6 would require an update to the "IDNA Contextual Rules" registry, "which would also be considered an update to RFC 5892", and RFC 5892 Section 5.1 requires IETF Review for changes to its rules. Section 6 now describes the marking in the terms of RFC 8753 Section 3.2, as a temporary marking in the IANA tables that is not an addition to Exceptions (F), and Section 1, Section 3, the Abstract and the title of Appendix E were changed to match. 10. It is kept, so that the RFC is the source from which IANA takes the table for Unicode 18.0.0. J.2. Changes in draft-faltstrom-unicode-18-03 -00 through -02 were computed from Unicode 18.0.0 files obtained on 14 August 2026, before Unicode 18.0.0 was released, and said so. -03 is computed from the files released with Unicode 18.0.0 on 16 September 2026. The released files are identical, byte for byte, to the ones -00 through -02 were computed from. Pre-release Unicode 18.0.0 data The stability of assigned code points examined in Section 5 holds for released versions of the Unicode Standard and not for the pre-release files published during a version's development. Repertoire is routinely added and removed during the alpha and beta phases, and code points that appear in a pre-release file with the derived property value PVALID may not appear in the release at all. In the Unicode 18.0.0 alpha data of February 2026, the 40 Chisoi characters in the range U+16D80 to U+16DA9 (U+16D9E and U+16D9F were unassigned), together with U+0984, U+09FF and U+1879, had the derived property value PVALID. None of those code points is assigned in the released Unicode 18.0.0. The characters that the alpha data had at U+0984 and U+09FF are encoded in the release at U+11DF0 and U+11DF1 instead, the second under a different name.
